Rep. Dick Gephardt (D-Mo.), for one, isn't waiting around to see whether Hillary Clinton jumps into the 2004 race. Last month, he unveiled a $700 billion universal health care proposal more drastic in scope than the "Hillary Care" plan unveiled ten years ago. He's aggressively raising campaign cash and widening his lead in Iowa. A new Zogby poll of likely voters finds that one in four Iowa Democrats backs the former House minority leader, up from 19 percent in January. Sen. John Kerry (D-Mass.) climbs into second place with 13 percent, up two points. Sen. Joe Lieberman (D-Conn.) has slipped to third place, with only 9 percent, down 8 points since January. Former Vermont Governor Howard Dean has seen his support rise from 2 percent to 6 percent. All other Democrat candidates trail badly in low single digits.
