Rumsfeld's guy is out. Powell's guy is in. That's the buzz on why retired Lt. Gen. Jay Garner is coming home from Baghdad after just a few weeks on the job, and why former Ambassador L. Paul Bremer III is suddenly the new U.S. point man for peace in Iraq. Officially, Mr. Bremer (known to colleagues as "Jerry") will report to Gen. Tommy Franks and Defense Secretary Donald Rumsfeld. But Mr. Bremer is widely seen as a Powell ally. He's a 23-year veteran of the State Department who worked for six secretaries of state before becoming the managing director of the Kissinger Group.
