President Bush renominated 30 federal judges, including Mississippi's Charles Pickering and Texas Supreme Court Justice Priscilla Owen. "We will use every tool in our arsenal"-including filibusters-to stop conservative judges from being confirmed, Sen. Ted Kennedy (D-Mass.) warned. But having decisively dealt with Sen. Trent Lott (R-Miss.) over racially insensitive remarks, White House strategists feel emboldened, particularly to defend Mr. Pickering against false charges of racism.
