Winter is coming as Russia, Ukraine struggle to keep power on

Moscow-appointed officials said Monday they were working to partially restore power in Kherson city, which is under attack by Ukrainian forces. The southern city of Kherson, which Russia formally annexed in September, was cut off from power and water supplies Sunday. Ukraine’s counter-offensive around the city has retaken about 88 settlements—or a little more than 10 percent of the region—once occupied by Russia.

Wasn’t Russia also targeting Ukrainian power stations? Russia has been hitting Ukraine’s energy infrastructure during the last month. It has been using airstrikes to hit targets far from the front lines, causing power shortages and rolling outages. The mayor of the Ukrainian capital of Kyiv recently told residents they must prepare for the worst to get through the winter.
