David Key uses a boat to survey damage to his flooded home in Prairieville, La., on Aug. 16. Key fled his home with his wife and three children as torrential rains caused record flooding in south and central Louisiana in mid-August. At least 11 people died during the deluge, and emergency officials and volunteers evacuated or rescued 30,000 residents.
