A 28-year-old woman identified only as Katja L. in reports, on being groped and assaulted by a gang of men in Cologne, Germany, on New Year’s Eve. Police said roving packs of “Arab or North African” men assaulted dozens of women—and raped at least one—in Cologne on Dec. 31. Similar incidents occurred in Stuttgart and Hamburg. The news ignited debate in Germany about the wisdom of Chancellor Angela Merkel’s policy last year of admitting hundreds of thousands of Muslim refugees.
