The measure passed by three votes, but faces trouble in the Senate and an almost certain presidential veto.

T-shirt sold in Standish, Mich., where Timothy Boomer, who fell into the Rifle River while canoeing, went on trial last week for violating a state law against using profanity in the presence of women and children. Mr. Boomer is charged with unleashing a barrage of profanity loud enough to be heard a quarter-mile away. Within earshot of the alleged tirade was Tammy Smith, who was canoeing with husband Michael, her 5-year-old son, and her 2-year-old daughter.
