Open enrollment for Obamacare ends today, barring last-minute executive action. The Congressional Budget Office predicted more than 6 million would sign up for healthcare through online marketplaces created by the 2010 statute. But, with only 4.2 million signed up through February, it seems the Obama administration is likely to miss the target.

April 1

The nation of Brunei will usher in its first wave of legal reforms today designed to make its penal code consistent with Shariah law. The Borneo island nation’s absolute ruler, Sultan Hassanal Bolkiah, announced the changes last October. Under the new regime, authorities could stone adulterers, flog drinkers of alcohol, and amputate the limbs of thieves.

April 4

Winter Soldier, Marvel’s $170 million sequel to 2011’s Captain America, hits theaters across North America today. Winter Soldier will be the Disney subsidiary’s ninth in its shared fictional universe containing superheroes like Captain America, the Hulk, Iron Man, and Thor. Three more Marvel superhero movies are scheduled to hit theaters by the end of 2015.

April 5

For the first time in its broadcast history, the Final Four of the men’s NCAA basketball tournament will move to cable. TBS will carry both Final Four games on April 5 live from North Texas, while CBS will air the championship game on April 7. Turner, which owns TBS, will also show team-specific simulcasts of the Final Four on affiliate channels TNT and TruTV.

April 12

Hall & Oates, KISS, Nirvana, Linda Ronstadt, and Cat Stevens headline this year’s inductees into the Rock and Roll Hall of Fame. Though the Rock Hall resides in Cleveland, Brooklyn’s Barclays Center will host this year’s April 12 event. It is customary for inductees to perform at the ceremony, but KISS is refusing to perform because the Hall chose to induct only the band’s original members.
