David Kelly built a regulation Little League field near his home and opened it up to local kids and teams, but the city of Issaquah, Wash., has told him he'll need a permit to keep the park open. "Here we are going to the playoffs next week and we have nowhere to practice," Mr. Kelly told the Seattle Times. "Pretty soon we're going to need a permit to mow our lawns."
