Ukraine accuses Russia of atrocities against civilians

In Bucha, 23 miles northwest of Kyiv, authorities and journalists found at least 21 dead civilians on the streets, some of them shot at close range and at least two with their hands bound. Satellite imagery by tech company Maxar Technologies showed a 45-foot trench dug behind a church, where a local rescue official said they found 57 bodies. They are some of the 410 civilians Ukrainian authorities uncovered so far around the Kyiv territory after Russian troops withdrew last week. Ukraine’s prosecutor general, Iryna Venedyktova, said prosecutors have examined about 140 of the dead as part of a war crimes investigation.

Has Russia responded? Russia called an emergency Security Council meeting Monday after accusing Kyiv of staging the Bucha reports to disrupt peace and escalate violence. Russian shelling in Kharkiv on Sunday killed at least seven people and injured 34 others, including three children. Britain’s latest intelligence report said Russia is bringing in more troops and mercenaries from the state-linked Wagner private military company into Ukraine’s eastern Donbas region, where it is refocusing its offensive.
