Switzerland plans vote on landmark population cap

Swiss voters are expected to hit the polls on June 14 to decide on an initiative by the right-wing Swiss People’s Party called “No to a Switzerland with 10 million!” The proposal aims to keep the permanent-resident population below 10 million until 2050. If the initiative is passed, Switzerland will be the first of any country to pass a law that sets a numerical cap on its total population, barring instances of birth-rate controls and immigration quotas that limit growth.

What brought this on? Since 2002, the Swiss population jumped from 7.3 to 9.1 million, a number that can be attributed in large part to the increase in foreign-born residents. About 27% of Switzerland’s permanent resident population is made up of foreign nationals, and the number of first-generation immigrants combined with Swiss-born children of immigrants reaches about 41%, according to government data. By comparison, foreign-born residents account for roughly 14.8% of the U.S. population. For the small alpine country, this represents a notable demographic shift. As soon as the population hits 9.5 million, the initiative would aim to curb growth through federal restrictions on new asylum claims as well as family reunification for current immigrant residents. Once the 10 million cap is hit, the proposal would eliminate Switzerland’s free-movement agreement with the European Union, a move that could reshape the nation's social, political and economic fabric.

How likely is it that the initiative will be enacted? Polls are indicating a close vote, with a slight lean against the proposal. According to a survey carried out by GFS Bern in late May, about 45% of the 19,400 respondents are in favor of the proposal, with 52% in opposition.
