More than 20 killed as boat capsizes near Philippine capital

At least 23 people have died, and emergency personnel rescued 40 others after a passenger boat overturned on Thursday in Laguna Lake southeast of Manila. Six people remained missing on Thursday afternoon. Police said rescue operations are continuing but did not provide the total number of people on the boat named MBCA Princess Aya.

Why did the boat overturn? Some ferries and boats, including the MBCA Princess Aya, had clearance to sail a few hours after Typhoon Doksuri left the northern Philippines. The boat was about 150 feet from land when strong winds hit it, causing the passengers to panic and move suddenly to one side of the boat, the Philippine Coast Guard said. The shift in weight caused the boat to capsize.
