The nation’s largest abortion provider, Planned Parenthood recently released its annual report for fiscal year (FY) 2024. This report confirms the tragic reality that abortion numbers are continuing to rise, even after the U.S. Supreme Court overturned Roe v. Wade in 2022.

Following the Court’s decision in Dobbs v. Jackson Women’s Health Organization, many people on both sides of the abortion debate anticipated a decrease in abortions nationwide. Instead, the opposite has occurred. Abortion by medication has surged, accounting for 65% of all abortions in 2023, a 12% increase compared to 2020. In states with strong pro-life laws, the percentage of abortions that were carried out via drugs was particularly high (e.g., 84% in Montana and 95% in Wyoming).

In FY 2024 (July 1, 2024—June 30, 2025), Planned Parenthood committed a total of 434,450 abortions, an increase of over 32,000 compared to the previous year. It should be noted that the data in the FY 2024 report covers the period immediately preceding the enactment of President Trump’s signature tax legislation in July 2025, which defunded Planned Parenthood for one year.

Despite Planned Parenthood’s claims of providing comprehensive healthcare services, the numbers in the FY 2024 report suggest that 97% of the time, women seeking help related to their pregnancy were sold abortion. According to analysis by the Charlotte Lozier Institute (CLI), “Prenatal services, miscarriage care, and adoption referrals accounted for only 1.7% (7,685), 0.6% (2,852), and 0.7% (3,038) of these services, respectively.” The ratio of adoptions to abortions was downright abysmal: for every adoption referral, Planned Parenthood performed 143 abortions.

CLI reviewed Planned Parenthood’s past 10 annual reports and found that the total number of services offered has increased by only 5% since 2014. Although the overall number of services has remained stable, most non-abortion services have decreased. Specifically, cancer screening and prevention services have dropped by 43%. This includes a 55% decline in breast exams and a 38% decline in pap tests. Prenatal services are also down by 56% and contraceptive services by 23%. Notably, while most types of services have decreased over the past decade, abortion services have increased by 34%.

Although Planned Parenthood does not provide a breakdown of the abortion methods it employs, Alexis McGill Johnson, president of Planned Parenthood Federation of America (PPFA), has stated that, as of 2024, nearly 70% of the organization’s abortions were carried out via the abortion drug mifepristone. Family Research Council (FRC) noted that this percentage suggests that over 300,000 Planned Parenthood abortions were carried out using mifepristone in FY 2024.

For conservatives, defunding large abortion providers like Planned Parenthood should be the bare minimum in the effort to protect life.

This shift toward abortion-by-drug comes on the heels of a key regulatory change: From 2000 to 2021, the Food and Drug Administration (FDA) required an in-person visit with a physician in order to obtain abortion drugs. However, that requirement was removed in December 2021, initially citing the COVID-19 pandemic, and has not been reinstated.

Compounding this shift, the U.S. Department of Justice has declined to enforce longstanding federal restrictions on mailing abortifacient drugs across state lines. As a result, Biden-era policies have largely remained in place, allowing abortion drugs to be distributed into states that have enacted pro-life protections, including restrictions on abortion drugs.

The FY 2024 report also raises serious questions about Planned Parenthood’s finances. The organization reported $2.1 billion in total income, including approximately $832 million from taxpayer sources such as government grants, contracts, and Medicaid reimbursements. While federal law restricts the direct use of these funds for abortion, money is fungible, meaning these funds can free up other resources within the organization’s budget. In addition, Planned Parenthood received $728.2 million in private contributions, underscoring that it is heavily supported by private donors as well as public funding.

Last summer, Republicans in Congress passed President Trump’s “One Big Beautiful Bill,” which contained a provision that temporarily defunded Planned Parenthood for one year. Although the full effects of this policy will not be reflected until next year’s annual report, early indicators suggest it has had a meaningful impact. In November 2025, The Washington Post reported that 20 abortion facilities closed following the law’s enactment. These closures came in addition to more than two dozen Planned Parenthood locations that had already shut down earlier in 2025 due to other funding reductions. In a press release dated July 1, 2025, Planned Parenthood warned that nearly 200 facilities could be at risk of closure. However, Planned Parenthood’s federal funding could be restored if Congress fails to include defunding provisions in upcoming reconciliation legislation.

Planned Parenthood serves the culture of death. That much is clear from its FY 2024 report. For conservatives, defunding large abortion providers like Planned Parenthood should be the bare minimum in the effort to protect life.

With midterm elections approaching and political uncertainty ahead, the forthcoming reconciliation bill may be the last meaningful opportunity for some time to permanently enact such reforms. To let this moment pass would be a serious mistake. The evidence is clear: Planned Parenthood should not receive another cent of taxpayer funding.
