The Chicago crime references are gratuitous and dishonest. Birmingham, Alabama, has a higher violent crime rate than Chicago. So do Indianapolis, Phoenix, and many other cities that Trump isn't threatening with the federal military.
Yes, that's fair. Phoenix's homicide rate is much lower than Chicago's, but their violent crime rate is higher. (But I'm from Detroit, so I don't really have room to talk trash about other cities' crime rates.)
Phoenix is a Democrat run city. Although our state legislature is slightly Republican, Our Governor and US Senators are Democrats. We've had a lot of California influx in the last decade or so. Also we had a poor Trumpite candidate lose those elections for us. She wasn't a very balanced candidate.

Chicago's homicide rate is lower than Indianapolis, Cincinnati, St. Louis, Cleveland, and Birmingham.
