The deep state can mean a cabal or can refer to a bureaucracy. There is no hard and fast definition because definitions in this relativistic society are fluid. Although, as apparent by the other commenter "DAL", Deep State is a trigger word for those that want to deny it exists or wish to minimize the threat by calling it a 'conspiracy theory', which is a derogatory description used in an effort to minimize, at best, or criminalize, at worst, somebody's beliefs, or more exact, their theory. Then uses the favorite leftist ploy of insulting people that may believe the 'conspiracy theory' by calling them 'fringe'. It's called gas lighting; lying and deceiving to cover their actions. Skepticism and doubt are vilified by those that want to hide their evil actions. If somebody doubts the 'truth' espoused by NPR, et al, then they are labeled a 'conspiracy theorist'. Apostle Thomas was, then, a conspiracy theorist because he doubted that the other apostles had seen Jesus. And the deep state of the Jewish authorities would have us believe that Jesus' body was stolen from his grave even while being guarded by Roman soldiers. It's obvious that people are awakening to the trickery that's been covered up by the mainstream media for decades. DAL protests too much. DON'T PAY ATTENTION TO THE MAN BEHIND THE CURTAIN! Don't doubt NPR or newlinesmag.com! What's at stake is the liberty and freedom of the USA as a Constitutional Republic. The non-elected in the DoD, DOE, NSA, EPA, etc., etc. control the day-to-day operations through the power vested by the Chevron doctrine and are protected by every imaginable law from being sacked from their jobs. The running of the government is controlled, then, by the few rather than 'we the people' and I dare guess that most of them are NOT God-fearing children of God.

It's a conspiracy sounding term, because it's thrown around mostly by conspiracy theorists. Given such, why would World Mag allow it to be used in a headline unless it was click bait, knowing they realize some of their readers are indeed conspiracy theorists and would be drawn to such a term? That is not good journalism. Marvin could have told you that. And the idea that the "deep state" refers mostly to "agencies working with lobbyists" and that somehow that leads to "shadow" governments is not what most conspiracy theorists have in mind when they talk about a "deep state." Agencies working with lobbyists is what happens under both republican and democratic administrations and the people who work for a state or the federal government are people mostly just like the rest of us, people just trying to do their jobs. To slander them as part of a "deep state" is ridiculous and frankly unpatriotic.

The only time World Mag and its writers should be using the characterization "deep state" is when they are exposing the nonsense surrounding it used by conspiracy theorists and their ilk. These are areas entirely separate from the matter of the Chevron doctrine and should be kept separate. World Mag, quit adding to the nonsense espouse by conspiracy theorists just to keep some readers with fringe views on board. Again, that's not good, principled, journalism.
